Jethro, Moses’ father-in-law and priest of Midian, brings Moses’ family. Seeing Moses judging the people all day, he advises delegation.
→ Leader qualifications: capable men, God-fearing, truthful, hating dishonest gain
→ Organization: appoint leaders over thousands, hundreds, fifties, and tens
🙂 As mentioned earlier (Exodus 1–2),
Jethro clearly served as a mentor since Moses’ wilderness period.
He shows remarkable wisdom beyond just the law.
📍 Summary of Exodus 19
1️⃣ 🏁 Foundation for becoming a holy people
→ All the earth belongs to God, yet He chooses Israel as His treasured possession
→ Condition: if they obey His voice and keep His covenant
📌 This covenant is extremely significant.
2️⃣ Encounter between God and Israel

🟢 The covenant is completed through God’s presence.
→ As with Abraham, when God established the covenant while he slept,
it was because humans cannot endure His presence.
→ This truth is now revealed:
the people were afraid and unable to bear it,
so God prevented them from approaching the mountain.

3️⃣ 😄 Moses constantly moving
After discovering this key point, we see Moses repeatedly going up and down:
→(verses 3, 7, 14, 20, 21, 24…)
→ Even the chapter ends with Moses going down to the people.
🔎 How did the people perceive this?
→ While they trembled in fear,
Moses moved freely without harm.
They may have thought:
“Moses is extraordinary… almost invincible!”
📌 The answer is in verse 9:
God did this so the people would hear Him speaking with Moses
and trust Moses forever.
👉 It was God’s intention to establish Moses’ authority.

📜 The Ten Commandments
- Duties toward God (1–4)
- Duties toward others (5–10)
🙂 God spoke directly to the people.
→ To those who feared His presence,
Moses explains that God came to test them
and lead them to fear Him, preventing sin.
📌 God’s message can be summarized in two parts:
→ The Ten Commandments
→ And the repeated promise:
✔️ “I will come to you and bless you wherever I cause my name to be remembered.”
🤔 A striking irony
While God was calling Moses to give the law…
the people could not wait.
→ Their later actions are already foreshadowed here.
→ As if God already knew their hearts.
